PRR’s Colleen Gants Appointed to Transportation Research Board Committee on Revenue and Finance

PRR, Inc., a full-service communications agency, announced that Colleen Gants, Co-Owner and Vice President of Transportation, has been appointed by the Transportation Research Board (TRB) to its Standing Committee on Revenue and Finance.

This committee is focused on the financial planning and financing necessary to meet transportation needs of all modes, including sources of revenue, allocation of costs among users and nonusers, pricing policies, needs studies, and the economic and social effects of taxes and subsidy programs, and intergovernmental financial arrangements.

Bringing more than three decades of industry experience, Gants joins a distinguished group of transportation professionals for a three-year term. Gants has been active in TRB for over 10 years, and also serves on the TRB Standing Committee on Congestion Pricing.

“I’m pleased to enhance my involvement with TRB with this new role on the Revenue and Financing Committee which aligns with my passion for public-private partnerships,” Gants said. “Infrastructure financing is a mystery for most people—I look forward to bringing greater exposure and understanding around the topic, so that we can also introduce new, more sustainable funding and finance methods.”

TRB is one of seven program units of the National Academies of Sciences, Engineering, and Medicine, which provides independent, objective analysis and advice to the nation and conducts other activities to solve complex problems and inform public policy decisions.

In her role as PRR’s Vice President and Co-Owner, Gants provides clients with communications and government relations strategies for large transportation and infrastructure projects, and programs such as tolling, road use charge, carpooling, transit and transit-oriented development, and high speed/intercity rail projects. PRR’s public-private partnership (P3) experience includes the Elizabeth River Tunnels in Hampton Roads, VA; Mobile River Bridge Project in Mobile, AL; and the Clean Water Partnership (CWP) in Prince George’s County, MD.
